Developing countries, including Egypt, face numerous economic challenges, most notably unemployment, a deteriorating balance of payments, a decline in living standards, and a low rate of domestic savings. This has led to their increasing dependence on other countries that have achieved high rates of development and progress. Many economists consider industrialization a crucial element in addressing these problems. However, evidence suggests that despite developing countries' focus on industrialization, the challenges they face still require fundamental solutions to achieve rapid growth and catch up with the pace of development and progress. Therefore, the role that small businesses can play in development becomes prominent. This role varies from one society to another, and even within the same society over time, as its scope depends on available resources, financial and economic policies, and the prevailing economic system.
Every individual, especially young people, possesses a degree of capital through their physical and mental capabilities and productive skills. Capital formation is not limited to schools and universities; it also occurs through practice, trial and error, and integration into the production process. This is how individuals acquire new experiences that can transform them into entirely new people. Given Egypt's scarcity of capital, the optimal solution was to focus on projects whose primary capital is human capital itself, with the return being the accumulation of new productive expertise-in other words, the accumulation of more human capital. This is precisely the nature of productive projects, as they support larger projects by increasing income and, at the very least, purchasing power. Furthermore, small businesses and home-based activities, in particular, represent a complete historical phase that developed nations went through before establishing their mega-projects.
Therefore, small businesses play a significant role in economic and social development. These projects contribute to job creation and help meet the needs of the local market. In addition, they play a vital role as feeder projects, producing components and supplies for larger projects instead of importing them. Consequently, the state, with all its agencies and institutions, is increasingly focused on developing small businesses to encourage self-employment and provide new job opportunities for young people, thus contributing to solving the unemployment problem.
